INDICATOR PHRASING: number of policies and legislation changes accepted and implemented to facilitate improved disaster risk management.

What is its purpose?

The indicator shows the impact of an intervention’s lobbying / campaigning on changing the targeted disaster risk management policies. These can be, for example, a national disasters management act that mandates setting up local disaster management bodies and the provision of state funding.

How to Collect and Analyse the Required Data

Determine the indicator’s value using the following methodology:

 

1) Define when the policy / policies that you focus on can be considered as “accepted and implemented”. This can be, for example, when the relevant authorities officially issued a new / changed version of the policy and allocated required funding for its implementation. You should not include verbal confirmations alone, for example, an official saying that his/her department will consider a change to this policy.

 

2) Use review of relevant documents (e.g. revised policies, meeting minutes, etc.) and interviews with the policy-makers and the project staff to determine:

- whether the policy was officially accepted

- whether the policy has been implemented

- the extent to which the project’s lobbying / campaigning contributed to this change

 

3) The indicator is met if the policy was accepted & implemented and if there is clear evidence (e.g. confirmation by a relevant stakeholder) that the project’s lobbying / campaigning contributed to this change.
