Determine the indicator’s value by using the following methodology:
1) List the shelter standards defined by the National Shelter Cluster. If these are not available, use other respected standards, such as Sphere Standards, standards recommended by the UNHCR or the Global Cluster.
2) Use a review of project documentation (e.g. handover documents, M&E data, project reports, etc.) to prepare a list of (re)constructed shelters and the households that are supposed to live in them.
3) Assess the number of (re)constructed shelters that meet the given standard by using a combination of:
- A desk-based review of the construction design used.
- Interviews with the relevant technical staff (engineers).
- Visits to a representative sample of the supported shelters including 1) observations and 2) interviews with the residents (it is recommended that you prepare and use a simple checklist enabling the enumerators to quickly collect the required data).
4) To calculate the indicator’s value:
A) If you visit all the supported shelters, then just count the number of households living in those shelters that meet the standards.
B) If you visit a representative sample of shelters, then:
- Divide the number of shelters meeting the standards by the total number of surveyed shelters.
- Multiply the result by 100 to convert it to a percentage.
- Multiply the percentage by the total number of supported shelters (e.g. 92% x 1,000 supported shelters = 920 shelters meeting the standards).
- Multiply the number of shelters by the average number of households living in a shelter (if there is one household per shelter, you can skip this step).
