INDICATOR PHRASING: number of policies changed as a result of the project’s lobbying / campaigning

What is its purpose?

The indicator shows the impact of an intervention’s environmental and economic sustainability (EES) related lobbying / campaigning on changing the targeted policies. These can be, for example, an authority including in its budget a greater amount of funding to support renewable energy sources.

How to Collect and Analyse the Required Data

Determine the indicator’s value using the following methodology:

 

1) Define when the policy / policies that you focus on can be considered as “changed”. This can be, for example, that the relevant authorities issued a new (changed) version of the policy. You should not include verbal confirmations alone, such as an official saying that they will consider a change to the policy.

 

2) Use review of relevant documents (e.g. revised policies, meeting minutes, etc.) and interviews with the policy-makers and the project staff to determine:

- Whether the policy was changed

- The extent to which the EES lobbying / campaigning contributed to this change

 

3) The indicator is met if the policy was changed and if there is clear evidence (e.g. confirmation of a relevant stakeholder) that the project’s lobbying / campaigning contributed to this change.
