This indicator is to be used only in projects which include specific systems strengthening activities. Tearfund favours using the 9 building blocks developed by IRC, which comes with its own building block assessment tool. However, any of the main building block frameworks can be used for this indicator. It is not anticipated that improvements will be made across all building blocks, and therefore this indicator can be used to assess improvements in one or more of the building blocks.
